Sheryl Perry, 21, is accused of allegedly driving under the influence.
The crash happened on the side of Mannheim near Balmoral Avenue.
Investigators believe Perry was avoiding another driver, when she struck a car that had broken down on the shoulder.
Authorities say the driver of that car was killed. It is believed the driver may have been outside of the broken vehicle at the time.
Officials have not yet released an identity.
