Terrell Garrett was formally indicted Friday.
Another driver shot video as a car sped the wrong-way on Lake Shore Drive last month.
The collision happened minutes later near Diversey, killing Fabian Torres and Joaquin Luis Garcia.
Their family members were at the court house for today's proceedings.
Garrett is accused of being drunk at the time of the accident.
