Mayor Emanuel was at Doolittle East to announce the plans.
The 30,000-square foot, $16 million facility will be financed by the Chicago Housing Authority, Tax Increment Financing and new market tax credits.
The center will be built in Ellis Park and will feature a gym with two basketball courts, a pool, fitness center, and art and education club rooms.
Construction starts next fall and its target for completion is the end of 2015.
