The lawmakers met today to respond to a new report from the u-s army corps of engineers.
It offers eight plans for preventing carp from entering the great lakes.
The most controversial would involve putting physical barriers between Lake Michigan and the waterways that feed into it.
"I think that would cost too much money engineering is likely to be around $18 billion or five times the cost of the Hoover Dam," Kirk said.
The plan's supporters say it's necessary to prevent Asian carp from gaining a foothold in the great lakes where they could destabilize the ecosystem.
