He says it helped more than 900,000 families receive $160 million in tax relief last year.
Governor Quinn calls the credit one of the best ways to fight poverty.
"This tax payer refund is for families, folks raising kids, working people," said Quinn.
The governor spoke at Harold Washington College, which has a tax assistance center where working families can get help applying for tax relief.
