CHICAGO (WLS) -- Illinois' medical marijuana law was passed last year. It will likely be next spring before the first patients can legally use the drug. But the application process is about to get underway for would be patients, growers and those who want to sell the drug. So who is eligible, how will the dispensaries be located, and who will insure the laws are being followed?
