CHICAGO (WLS) -- Historically poor tracking methods have made it tough to get a true handle on the extent of the heroin problem in Illinois.
This story takes a look at the Heroin Crisis Act passed in the fall, which will enable authorities to better combat the problem of heroin overdose deaths - which they say still are not dropping despite all the recent attention given to the problem.
