Protester holds "Resign Rahm" sign in Washington, D.C.

WASHINGTON (WLS) -- A female protester calling for Chicago Mayor Rahm Emanuel's resignation interrupted a news conference Wednesday, at the US Conference of Mayors in Washington, D.C.

April Goggans was holding a sign that said "16 shots & a cover-up" along with Laquan McDonald's name and the words "Resign Rahm".

She stepped in front of Baltimore Mayor Stephanie Rawlings-Blake, during her opening remarks at the conference.

"To me I don't understand why he hasn't resigned, other than his ego," Goggans said. "The specific thing that Rahm Emanuel himself did and also some of the inaction he took, in my view and our view makes him no longer fit to serve."

Goggans is part of Black Lives Matter in Washington D.C., Maryland and Virginia.

Her actions, she says, were not part of a plan coming from Chicago. She acted alone and her message was viewed on live television across America.

Goggans says another reason she did this Wednesday was to honor her great grandfather, Gerald Bullock, who had strong civil rights ties to Chicago. In the 50's, Bullock was actively gathering protesters here to stand up after Emmett Till, a Chicago boy, was lynched in Mississippi.

Mayor Emanuel is in Washington, but was not at this news conference.

During a panel at the conference, Emanuel discussed policing and transparency in government saying, "About a third of our department in short order, is going to have body cams. That gives people trust that there is another set of eyes."
