Victims identified, family dog missing in fatal hit-and-run

JUNIATA PARK, Pa. -- Family members have identified the victims of Sunday night's hit-and run crash in Juniata Park, and police have located what they believe is the striking vehicle.

But the driver remains on the run, and a family dog important to the care of one of victims' sons remains missing.

The incident happened at 10:30 p.m. Sunday near the intersection of East Luzerne and I streets.

Police say the driver of a Mazda sedan, identified by family members as 42-year-old Francis Arroyo, was pulling out of a parking spot when the vehicle was struck by an SUV that fled after the crash.

Arroyo, a factory worker from Philadelphia, died at an area hospital.

A passenger in the car, identified as Francis' brother, 41-year-old Osvaldo Arroyo, was also taken to the hospital. He was treated and released by 6 a.m. Monday.

Police say a person who witnessed the crash called 911 and gave police updates on the location of the striking vehicle.

It was a found few miles away on Rising Sun Avenue near 9th Street. The search continues for the driver.

In another development, the Arroyo family tells Action News a dog important to the care of Osvaldo Arroyo's 12-year-old special needs son was also in the Mazda when it was struck.

That dog, named Max, is now missing.

The family released a picture of the dog and is asking anyone who sees the dog to contact police.
