CHICAGO (WLS) -- Police have charged a Chicago man in connection with the death of Frank Kiley, 71, killed while loading groceries into the trunk of his car in the city's Edgewater neighborhood.

Vladimir Tsemekhman, 58, is charged with one count of reckless homicide, as well as several moving violations that include reckless driving and failing to reduce speed and keep in lanes.

Witnesses said the driver of a maroon car blew a red light and tried to go around a stationary northbound No. 147 CTA bus around 11:30 a.m. Wednesday.

"Based on what I was told by people going down the street, he blew through the red light going about 60-70 miles per hour," said Robert Cash, witness.

They said the speeding vehicle then slammed into several parked cars near North Sheridan Road and West Balmoral Avenue.

Frank Kiley was struck and killed. His girlfriend knocked to the ground and several other people sustain non-life threatening injuries. People who work nearby tried to help after they heard the crash.

"He wasn't moving. I went up if he needed help, but saw no chance, he wasn't moving," said Jim Alahaj, business owner.

Cash said the driver of the maroon car did not appear to be seriously injured.

"He got out of the car and saw the man was lying down," Cash said. "I could tell right away that he was in shock, and he just sat back inside of his car and was fiddling around."
