CHICAGO (WLS) -- A federal judge ruled Thursday night that the Fraternal Order of Police cannot take part in the negotiations over a court mandated reform of the Chicago Police Department.

The Fraternal Order of Police had questioned the legality of the consent decree agreed upon by the mayor's office and Illinois Attorney General Lisa Madigan.

The FOP said it will appeal the ruling. The City of Chicago had no comment.
