CHICAGO (WLS) -- Illinois Congressman Luis Gutierrez calls a ruling that temporarily blocks President Barack Obama's executive action on immigration reform a "bump in the road."

The ruling came Monday night from a federal judge in Texas.

The president's executive order would give temporary legal status to more than 5 million undocumented immigrants.

The Department of Homeland Security was supposed to start taking applications Wednesday.

"They went shopping and they shopped for the most conservative, anti-Obama judge they could find, and they got the decision they were shopping for," Gutierrez said.

Gutierrez said that there is legal precedence for the president's action and that he plans to go ahead with efforts to help people start the application process.
