ISP said troopers used an Automatic License Plate Reader to locate a silver Toyota which had been stolen at about 7 p.m.
Troopers pursued the vehicle after it fled during an attempted traffic stop, police said.
Stop sticks were used in the area of Chicago Avenue and Pulaski Road, which flattened one of the car's tires.
A trooper then used a PIT maneuver and the Toyota left the roadway in the 2300-block of North Halsted Street. A pedestrian jumped out of the way and onto a nearby fence and the Toyota crashed into the fence, police said.
