Chicago police said the driver took off.
The woman was rushed to an area hospital in critical condition.
She's currently at Mt. Sinai Hospital with severe head injuries.
Carolyn Harvey lives across the street from the scene, and says she saw police activity when she got home from work.
"I just saw the flashing light and the police in the boulevard," Harvey said.
People who live in the neighborhood say the stretch of Franklin Boulevard has long been a concern because of speeding traffic and dangerous driving behavior.
"Cars don't stop. Pedestrians try to walk across the street, but there's no help to help them across," Angel Rodriguez said.
Detectives with the Chicago Police Major Accidents Investigation Unit are investigating.
Police are asking anyone who may have seen a maroon-colored vehicle with possible front-end damage near Franklin Boulevard Monday night to contact police immediately.
