CPD interim Superintendent Fred Waller said officers responded to the call of a person shot just before 11 a.m. near Springfield Avenue near Leland Avenue in Albany Park.
Police said they found a 67-year-old woman with gunshot wounds when they arrived to the scene. She was taken to Illinois Masonic Hospital in critical condition.
The suspected shooter was allegedly holding a teenage girl and a woman, who is believed to be his girlfriend, hostage inside the home, police said
Police said the woman who was shot is believed to be the girlfriend's mother.
CPD said the incident was a domestic situation.
Witnesses described a chaotic situation as officers tried to get the man out.
"I saw them trying to shoot tear gas, but that wasn't working. Then I heard the yelling, and then we were told to not go to the alley anymore because it's going to become a very dangerous situation," Anthony Ramos said.
When officers approached the door, the barricaded man allegedly shot through it and struck a veteran SWAT officer.
The officer was shot in the lower abdomen and was taken to Illinois Masonic Hospital.

Waller said the officer is expected to make a full recovery after going into surgery.
The officer was wearing a bulletproof vest at the time of the shooting. Waller said he has been with the force for 20 years.
The suspect eventually released the woman and girl he was holding inside the home.
Waller said the women were "battered" when they were released. Both were taken to Stroger hospital and are expected to be OK.
The suspect then surrendered to Chicago police.
Waller said no officers discharged their weapons during the incident.
ABC7 captured as the officer was being loaded into an ambulance.
"This is yet another reminder of how hard this department works on behalf of the people of Chicago," Mayor Brandon Johnson said. "I'm calling on the entire city of Chicago to continue to pray for our police department and our first responders."
Charges have not been released. A weapon was recovered at the scene.

The Chicago Police Department's Investigative Response Team is investigating the circumstances surrounding the incident. The investigation remains ongoing.
