The crash happened on October 23 at about 6:30 a.m. at the railroad crossing at State Street north of Locust Street, police said.
One person was killed, and two others were injured in the truck owned by landscaping company Cornerstone Partners.
The National Transportation Safety Board released a preliminary report on what happened in the moments leading to the crash.
Investigators say the train's whistle and crossing signals only activated as the truck entered the railroad, giving the driver almost no time to react.
The NTSB said footage captured by the train showed traffic crossing the tracks just seconds before the deadly crash.
The report also found that the train was going about 27 miles per hour, which is under the 30-mph permanent speed restriction of the area, the NTSB said.
A conductor and an engineer were the only crew members on the train, the NTSB said. Both had been on duty since 8 p.m. the night before.
A spokesperson for Cornerstone Partners previously issued a statement saying in part, "We are profoundly saddened and heartbroken by the tragedy that occurred today involving our crew."
