The Lake County Sheriff's Office said the suspect, 38-year-old Osceola L. Little of Everett, Washington, was driving a pickup truck with a female passenger inside when he rear-ended another vehicle at Route 14 at Pepper Road in Lake Barrington around 12:30 p.m.
Dozens of law enforcement officers surrounded the office of am automotive repair shop Tuesday night, where Little was inside.
Witnesses told sheriff's deputies that the suspect fled the scene on foot. Lake County Sheriff's Deputy Christopher Covelli described him as possibly armed and dangerous. Cell phone video showed police cautiously approaching.
The sheriff's office said surveillance video from a nearby business showed Little, carrying a duffle bag, and a 22-year-old Cary woman with a backpack, Luisa Sanchez, fleeing the crash on foot.
Aaron Schweinsberg was working next door when his shop was suddenly surrounded by police.
"It was scary at first, but law enforcement moved in, they got everything locked down pretty good," Schweinsberg said.
After a large perimeter was established, police said Sanchez was located in a gas station at Route 14 and Kelsey Road and arrested, the sheriff's office said. Sanchez was attempting to blend in to the crowd of onlookers gathered watching police conduct the manhunt, and she was speaking with several of them.
Deputies and Chicago police officers later located a gun inside a bathroom vent, which police said Sanchez hid. Authorities said that was a weapon Little is suspected of using the night before.
"All the cops were standing there and they grabbed her and they were like, 'this is her,'" witness Denise Neathawk said.
At about 6:20 p.m. police said Little was spotted and after being confronted by police, fled to an industrial building in the 21900 block of Pepper Road, Lake Barrington.
The building was occupied a the time and police were able to isolate Little to an office room while the employees were safely evacuated.
After negotiating with police, Little surrendered at about 8:15 p.m., the sheriff's office said. It turns out while police were conducting the manhunt, Little was hiding in a storage unit behind the garage of the business, just feet away from where he fled his vehicle.
Chicago police were looking for Little in connection with murder of a man with the same last name in the South Austin neighborhood. Relatives have set up a GoFundMe page for the family of Robert Little, who was married with seven kids and another on the way.
The sheriff's office said Osceola Little has been charged with aggravated unlawful possession of a weapon by a felon. Sanchez was charged with obstructing justice, aiding a fugitive and unlawful possession of a firearm with no FOID card.
"I was 20 feet away from the guy the whole time," Schweinsberg said. "Who woulda thought, you know?"
Both Little and Sanchez appeared in court Wednesday morning, a spokesperson for the Lake Count Illinois State's Attorney said. The state filed a detention petition for both suspects.
Little and Sanchez will have a detention hearing Thursday at 1:30 p.m.
