The incident happened on October 5 in the 7800-block of South Kilpatrick.
The man reportedly tried to lure two children out of a home by offering them money.
Parents and neighbors chased him away.
Police say he is a black male between 25 and 30 years old, 5'-8" to 6'-0" tall and weighs 150 to 160 pounds.
