Fugitive linked to former alderwoman surrenders

A federal fugitive with possible ties to former alderman Arenda Troutman has surrendered.For four years, Donnell Jehan was the subject of a nationwide manhunt. He was wanted on federal drug charges.

He turned himself in to police on the South Side late Tuesday night. Investigators say he's the former boyfriend of Troutman. She has denied that.

Troutman currently faces federal charges accusing her of taking bribes and shaking down developers. The charges against Troutman are not related to her alleged ties to Jehan.
