The Illinois Department of Corrections says fewer ex-offenders are going back to prison. Convictions among parolees were down about 18 percent between 2004 and 2007. Governor Rod Blagojevich's office touted those statistics while releasing a commission's new report on recidivism.

Blagojevich joined community leaders at a Chicago organization that works with ex-criminal offenders.

Among those attending was Andrew Atchison, who says he turned his life around after doing time at the Sheridan Correctional Center.

Sheridan is known for its substance abuse and re-entry programs.
