"The thing I'm angry about is how they went about this. I just want some answers," said Reedsburg resident Mary Curtain.
"It's helplessness because I just retired. I'm on a fixed income and so we had it ready to rebuild and they shut us down," said David Fray.
"There's some of those [houses] that are so stable looking. I just can't believe we can't do something," said Reedsburg Mayor Carol Held.
The city's housing inspector says he understands home owners' frustration but he's following municipal building safety codes.
