Alleged bomber may be released

John Tomkins could be released on a $750,000 bond under a series of strict conditions if a lower judge's ruling is upheld.

Tomkins was charged last year with sending out explosive devices and threatening letters to investment firms including one in Chicago.

He would be ordered to live under home confinement and would be banned from any mail, internet or telephone use. No one was injured in the incidents.
