Does airline baggage fee violate city rules?

CHICAGO The committee will consider a proposal by Alderman Sandi Jackson. It says American Airlines and other airlines that charge for checked bags violate city rules.

Jackson says the fees are discriminatory, because they do not apply to business-class, first-class or international travelers.
