Fowler was shot Monday afternoon as she walked on the sidewalk with her blind 5-year-old sister. Witnesses say Nequiel had just finished tying her younger sister's shoe.
Nequiel's mother says Nequiel was looking forward to the first day of school. Tuesday was to be her first day of fourth grade at the Arnold Mireles Academy.
Four men are in custody and have been charged with first degree murder.
