When officers arrived at the scene, they spotted the man in a Chevrolet pick-up truck with no license plates.
It turns out the truck was stolen-and so were seven other trucks and a motorcycle parked on the same street.
All the vehicles had been stolen over the last year.
Police say 40-year-old Jose Nevarez of Mexico was apparently planning to load them onto a trailer and drive them to Texas.
At least four of the stolen vehicles have now been returned to their owners.
