The theme is "a more perfect union-- targeted stimulus: the key to reconstruction."
The Reverend Jesse Jackson along with other leaders are planning to take action to rebuild the nation's economy.
Jackson is also starting a dialogue about how civil rights still has an important role in the United States.
The conference runs through July 1.
