The debate over who will pick up the $1.4 million tab on Michael Jackson's memorial service in Los Angeles is apparently settled.

Los Angeles Mayor Antonio Villaraigosa says the city will absorb the costs for police, traffic control, and other city services at the event.

The Los Angeles City Council is debating the issue today.

A city attorney has launched an investigation into laws that force third parties to pay the cost of unexpected events like the Jackson Memorial.
