City officials and members of the development team joined in the celebration.
The 71-unit independent living facility is designed to help seniors stay in their community. Apartments will be available to qualifying seniors with low to modest incomes.
The project will be funded, in part, with $10 million from the US Department of Housing and Urban Development.
