Investigators say the suspect approached 26-year-old Mario Lloyd sitting on a porch and demanded drugs, money and a cell phone.
Those items were surrendered, but the thief still shot the victim.
Lloyd was found lying in a gutter in "extremely critical" condition. He later died.
The gunman fled the scene.
