Patients would rely more on federally funded clinics in the county. Some smaller county hospitals would be used for outpatient services rather than in-patient.
A key part of the proposal is to develop regional ''hubs" for treatment.
"What we want to do is look at our current clinic network, look at where we are now, where we should be located and then strategically place these hubs across the county," said Bill Foley, Cook County Health & Hospital System CEO.
County officials say they held public meetings before coming up with the plan. It has not been finalized. Once it is, it could be voted on by the county board as early as next month.
