Police say Wells was driving on East 75th Street Saturday when his car collided with an another vehicle that was traveling north on State Street. Two other cars were also struck.
Christopher Chatman, 27, who was in another car and the suspect's mother, Ardella Wells, 87, were killed.
Wells was also cited with failure to reduce speed to avoid an accident and operating a car without insurance.
