The Regional Transportation Authority has approved Gov. Quinn's plan to avoid a fare increase for CTA riders. The RTA will borrow $166 million.

Originally, the CTA planned to raise fares early next year. But that won't be necessary after the RTA board's unanimous vote Thursday which frees up more money for CTA operations.

Despite the deal, service cuts and more than 1,100 layoffs are still a possibility.
