Police say both girls are between the ages of 2 and 3 years old. They were found inside an apartment in the 9800-block South Avenue.
Police were called to the home after a neighbor saw one of the toddlers crying on an outside deck. Guzman was arrested when she returned home around 4 o'clock the next morning.
The children are in protective custody.
