Many Chicago residents are lagging behind in returning the 10-question census forms. Only 58 percent of households have mailed them back.
Census workers will start going door to door to get the missing information. But that is expensive.
Information gathered through the census is used to determine seats in congress and how federal money is distributed to local governments.
