It involves accusations that police officers either held people too long in jail or otherwise improperly treated them over 10 years.
If approved by the full council, more than 500,000 people would be eligible to seek payments. Those payments would range between $90 and $3,000.
Before this settlement, plaintiff demands had swelled to more than $100 million.
