Group: Small, low-speed cars not safe on roads

A government safety group says small, low-speed cars and mini-trucks are not safe on roads with larger, full-speed vehicles.

The Insurance Institute for Highway Safety says 31 mile-an-hour crash tests on earth-friendly electric cars like the Gem can cause severe or fatal injuries.

Many states allow low-speed vehicles to travel on public roads that have speed limits of up to 35 miles-an-hour.

The institute says the vehicles should be used in closed communities and not on public roads and there should be more safety oversight.
