Gary tattoo parlor owner Roy Cooper disputes an inspector's claim that his four tigers-- that were seized by federal agents-- were underweight and lethargic.

Authorities say the animals were mistreated, but owner Roy Cooper disputes an inspector's claim.

Cooper has had a license for exotic animals for 50 years. Neighbors say he took good care of the tigers and the animals were well behaved.

The tigers -- Storm, Pearl, Kya and Kelly -- have been taken to an animal sanctuary.
