Carlos Rubio is accused of striking Itali Hinton with his van and leaving the scene on Tuesday evening near 79th and Colfax. Witnesses say the girl was dragged several feet down the street.
Police say Rubio initially stopped but drove away when a crowd started approaching his van. He is scheduled to appear in bond court on Friday.
