Myron Sloan, 39, is charged with cruelty to animals.
Police say they removed four pit bulls from his home in the 1300- block of South Keeler after a tip led them to conduct surveillance at the home.
Police say the dogs were malnourished and one had fight scars.
Sloan has a long criminal history that includes a previous conviction for animal cruelty.
