It comes just days after fired Chicago police commander Jon Burge was convicted of lying about the torture of suspects.
Davis appeared on Capitol Hill with Congressman Bobby Rush, a co-sponsor of the bill, and Senator Roland Burris.
Burris plans to introduce a similar bill in the Senate.
