Prosecutors accuse Louis Bianchi of conspiring to misuse county resources and personnel to further his political fortunes.
A 21-count indictment handed up Friday accuses Bianchi of repeatedly using county equipment and employees to maintain political documents and raise campaign funds.
The Daily Herald reports Bianchi is expected to turn himself in.
In a written statement, Bianchi said he has done nothing wrong and blamed the accusations on political opponents.
