There is one bright spot: Illinois posted the highest average score in the country on the essay section of the college admissions test in writing.
The state tied with Connecticut, Michigan and Minnesota.
The announcement from the college board comes just months after Illinois' education officials canceled the state's own writing test for elementary and junior high students due to budget constraints.
