Attending the University of Illinois at Urbana-Champaign isn't the bargain it used to be. In fact, it's now the second most expensive public Big Ten school.

In-state freshman now pay $23,372 dollars a year. That's second only to Penn State. Michigan, Minnesota and Ohio State are now less expensive. Those costs include tuition, fees and room and board.

In 1991, Money magazine chose Illinois as one of the nation's best buys.

University officials blame state legislators who have steadily decreased state funding.
