It happened just after 8 a.m. in the 2300-block of South Rockwell.
A spokesperson said records from the sheriff's department, the clerk's office and the recorder of deeds are stored there.
County Clerk David Orr says the records for his office were not damaged. There is no word on the other departments.
A maintenance man was taken to a hospital to be treated for minor smoke inhalation.
