'Taxi-cab king' fined for using salvaged cop cars

A Russian businessman known as Chicago's taxi-cab king is facing millions of dollars in fines.

Symon Garber and his partners were operating 180 cop cars as cabs.

The Chicago Sun-Times reviewed hundreds of complaints filed by City Hall against cab companies.

The salvaged cars were damaged so badly they were declared total losses by insurance companies. But Garber used them to ferry passengers for years.

Garber and his partners face $9 million in fines.
