Tim Spencer is blind because of a rare cancer of the retina. His black Labrador, Iggy, is apparently barking too much and too loudly for other tenants. And they've complained about the noise.
Spencer now faces $300 in fines for violating condo rules.
An attorney for the association said the family faces a hearing to try to resolve dispute.
Spencer claims the allegations and fines are unfounded.
