It happened Tuesday morning in the 2100-block of South Millard on the city's West Side.
The girl's mother heard screaming and crying coming from outside. She ran outside to find the child lying face down and bloody.
The girl was taken to Mount Sinai Hospital in serious to critical condition.
The Department of Children and Family Services is investigating.
