Prosecutors say there's no indication 44-year-old Stewart Gibbs has any veterinary training or is a medical practitioner.
Police were called to his apartment in the 200-block of North Clinton Sunday night for a well-being check. Once inside, officers say they found the man's Doberman had a large open wound on its right ear. Gibbs allegedly told police he tried to remove a cyst.
The dog is now in the custody of Animal Care and Control.
