Downward trend in illegal tobacco sales to minors

A new study finds illegal tobacco sales to minors have reached an all-time low.

Experts say it's the result of a historic federal and state partnership.

The program is called the Synar Amendment.

Since it began in 1992 there has been a clear downward trend in tobacco sales to underage minors.

The report was done by the U.S. Substance Abuse and Mental Health Services Administration.
