Cook County board president Toni Preckwinkle has unveiled a cost-cutting plan that she calls unprecedented. She says "performance management" is all about long-term planning.

"Performance management offers the opportunity to change the culture of the county and to begin a new chapter in county government by first improving services and secondly create efficiencies that reduce costs," said Preckwinkle.

Preckwinkle was joined by elected officials from across the county who are helping implement the plan in their departments.
